What is a spotter?
|
|
A spotter is also known as yard truck, yard dog, yard goat, terminal tractor, hostler, or trailer mover.
It is a vehicle that is specifically designed to move trailers short distances around freight, farm, port yards, and distribution facilities.
A spotter has a lifting 5th wheel to speed trailer moving operations.

Are spotters subject to the in-use off-road diesel vehicle regulation? |
|
Yard trucks are regulated by one of the three following regulations:
1. The in-use off-road diesel vehicle regulation (off-road regulation)
2. The regulation for mobile caro handling equipment at ports and intermodal rail yards (cargo handling regulation), or
3. The proposed statewide truck and bus regulation.

What if I currently have off-road engines in my yard trucks and I want to replace the engines with on-road engines? |
|
Yard trucks that contain off-road engines, and are subject to the off-road regulation, can be repowered with on-road engines. If an off-road yard truck is currently subject to the off-road regulation, and the off-road engine is replaced with on-road engine, a fleet owner could either:
1. Count the cleaner emissions from the on-road engine towards compliance with the off-road regulation, or
2. Remove the repowered vehicle from the off-road regulation completely

|
|
On-highway tractors have the necessary safety equipment to meet DOT/EPA requirements to be legally driven on public roads. For further details see the memo.

Off-highway Units: Maximum road speed is 25 MPH for all models. Speed requirements in excess of 25 MPH require DOT/EPA automotive certified engines. *On-highway units: Road speed of over 33 MPH requires FMVSS 121 and ABS brake systems.
